Staging site from scratch not working: It's always a copy of the production site

I removed the staging site to start from scratch.

Then when I created a staging site there were two options:  to clone the production site or to start from scratch. I chose from scratch.

The resulting staging site is always a copy of the production site, instead of being the default site as when I first subscribed.

Is this expected behavior?

@Melville well, that's what a staging site is used for. To take a snapshot of your live site, so you can perform adjustments nobody can see, and when it's ready to go, it gets pushed to the live site

Then can someone tell me what is the purpose of the "from scratch" option?

I decided not to use the feature, so problem solved.
