WHM comes with VPS

Do we have WHM if we buy Deluxe VPS with Managed services. Because there is no where they mentioned that they will provide WHM. They mentioned cPanel® | Patching | Security | Monitoring | Backups.

Please let me know if we have these services if we buy deluxe VPS.

Yes, both managed and fully managed VPS and dedicated servers come with root and WHM access.
